    take a look on these brief documentations: https://github.com/rare-freertr/RARE-web/blob/master/docs/guides/igp-monitoring/index.md and http://www.freertr.org/present/geant-bmp.pdf one can easily monitor a whole network from a single node, rendering snmp effectively unnecessary... both could be done for igp and bgp (via bmp) as far as i know juniper had a product doing the same back in the days... and once you have the alarm, icinga can send email, sms, whatever, with the exact error messages ac content...

    you should give a try to bmp: http://sources.freertr.org/cfg/serv-bmp01.tst here r1 have only shutdown peers but at the final testing it successfully pings everything in the topology because it locally replays the bmp feed of an other router to have a rib... to have a simple up/down notification, it also serves a show output: https://pastebin.com/BRYghhbh then you can serve all your show outputs via snmp, nrpe, streaming telemetry, prometheus, whatever.... more about that latter at https://github.com/rare-freertr/RARE-web/blob/master/docs/guides/igp-monitoring/index.md
