Take a look at nix-darwin, this is what I use. It allows you to configure your system similar to NixOS including globally installed programs.
I would have a look at home-manager. I use it to keep track of all of my dotfiles, manage my shell configuration, etc. I've never used it on macOS, but I do know it has a few Darwin-specific options, so I think there's a good chance you'll find what you're looking for.
