Yeah, of course, every theme does that. You can look at this for reference. And you can use a function like this to get the capture group for a node under cursor.
If you use this theme, there is also a small guide on their github on how to override groups, but I have personally not had a good experience using the config functions of themes. It is a lot more consistent to use the nvim lua api directly, and it is basically easier, as it is better documented.
