I still want this primarily to be a steno keyboard, and there are compromises in that direction, but I'm also trying to make it useful as my daily driver. Design is up at Github.

  A Plover python dictionary allowing for consistent modified key entry for any letter, symbol or keyboard shortcut.

There are no easy/standard steno chords for typing keyboard shortcuts (e.g. Ctrl+S to save file). (I like to use [Emily's Modifier Dictionary](https://github.com/EPLHREU/emily-modifiers) for this.)
