Looking at the site you linked https://touchterrain.geol.iastate.edu/ and centering it on NYC shows no buildings at all, it's very flat. Same with using the source data "USGS 1m digital elevation model" on opentopography.org, it also has no buildings in it in NYC (unless I'm doing something wrong).
