I don't need to be a lawyer to know that no where in that thread did they ever say, or even suggest, that you had to use their blacklist feature to get royalties on their platform. In fact if you go and read the Read Me on the actual Github Repo for their tool you'll note that it very explicitly says that you don't need to use their allowed list, or any list, to use the on-chain fees tool.
