I don't think there are any tools that fits the description you're looking for. If you want that much control and you're comfortable with CSS and a little bit of JS, you could consider the option of building a 'reference' site from scratch using a static website builder like Astro.
IMO best you could do is maybe storybook. But that's not really an "editor", just a way of generating a visual "UI library".
