Hmm, not exactly. Blaze Black/Volt White are the best bets. However, you can add all the previous gen pokemon to the main game yourself using the Universal Pokemon Randomizer. You don't have to completely randomize the game, you can just add all gens of pokemon, and check the box that "keeps similar strength." This will make it so that things like Lugia, Gyarados, Metagross etc will not appear on Route 1, but instead, things like magby or Swinub might be there instead of patrat and pidove. It will not be custom curated like a romhack, as it will technically be random, but it allows for a "normal" playthrough without crazy power creep.
You might also want to use Brentspector's fork, or some experimental branch of ZX, if you are looking for specific features. Though the former is slowly falling more behind as afaik Brentspector has stopped working on it, and experimental branches can be buggy and have to be built before using.

New abilities
You will have to program those mechanics into the game. You can do that by using the pokefirered decompilation.

So I made a TON of changes to Route 2 on Fire Red and after saving I can no longer open the rom? I don't know why it's doing this so I'm wondering if anyone here knows?
