As a (very relevant) aside, I've written up (literally) hundreds of answers on various WSL topics to date on Stack Overflow (165+ answers), Super User (203+ answers), Ask Ubuntu (164+ answers), and the Unix & Linux Stack (56 answers). Then there's a smattering of posts I've done here in this subreddit and on the WSL Github repo.
I'm fairly confident you can. I seem to recall being able to override/customize keybindings regardless of whether they were in the extension or not. I haven't tried it with the Vim extension, but I had switched to a Kakoune extension to try it out for a bit (it's a slightly different take on the modal editing of Vi). I was able to add and customize the keybindings for it.
