The hash is a Base64-encoded 32-byte SHA256 sum of the SHA256 hashes of the individual blocks of the file. When a file is shared, it gets split into equal-sized blocks (except for the last block) according to this size convention (look at the getPieceSize method).
Also, the Base64 alphabet is the one used by I2P. I don't know what the exact differences are from the standard, but you can find the source code here
