In the right-hand menu where you can find actors and such, on the item tab (with the breifcase icon) click new item and change it's type to feat. You can then name it and give it a description and change the type of feat it its (e.g. class feat, ancestry feat etc). If you want it to automate things like stats or modifiers, you need to make sure "Show Rule Elements" is turned on in the system settings, and then check out the Quickstart Guide for Rule Elements to get it set up.
