You typically have to go out of your way many times to do it - but they have special libraries like BigDecimal - or custom built projects to emulate fixed point using longs (https://github.com/tools4j/decimal4j) but languages like Cobol were just designed to make it as natural as possible. Float support was secondary in that language.
