These are my KLA keyboard layouts, so I don't have to recreate them every time.
I'm developing my own layout, Romak, optimized for Portuguese, English and software programming. It's still a work in progress, but I'm documenting the tools I've used and their results. Maybe it can help you start.

Cannot recommend Kmonad highly enough. Gives you total control, with features like tap-hold-release, and as many layers as you want. You can use regular keys as modifiers, put them on the home row where you tap for characters and hold to simulate Control or other modifier. You can certainly use it to create a custom layout.
