You should already have mesa 21.3.7. This repo has spec files that you can use to build mesa 22. Look up rpmbuild if you want to do that.

Flatpaks always use the mesa version bundled with the Freedesktop runtime, which is 21.3.5 right now from what I remember. To use newer versions of mesa, follow the guide from here.
