This is an anime skin for OGS, similar to my Sabaki theme. It uses TamperMonkey to replace the glass stone & kaya board with the Hikaru equivalents. You need to be signed in to OGS for the script to work properly (sorry).
The project page has install instructions & screenshot.
This theme does look really nice! https://github.com/online-go/goban/ would be the place for a pull request though, as themes live in the goban repo.
