Web push is "just" an HTTP API call that your Spring Boot application will make when it wants to send a push notification. But, since you probably (definitely) don't want to do all that by hand, you should use a web push library for Java. Google has a tutorial on how to send push notifications. It's all Javascript, but it shouldn't be too difficult to translate the Node JS code to Java.
