I really like Understrap for a starter theme (https://understrap.com/). Using a child theme it's possible to create custom page and post templates, add widget areas, and so forth. It's free, both theme and child theme, and uses Bootstrap 4 framework.

I like OceanWP, the free version, for Woocommerce (https://oceanwp.org/). There's a learning curve, but it's not hard getting a site together that looks decent.
