Once you're happy with the general state of your idea, you then need to propose it officially as an EIP. EIPs are managed and tracked through a public Github repo, so to propose it, you'll need to fork the repo, add your EIP, then submit a pull request to merge your EIP in with the rest. Ideally, you should use this template to ensure that your EIP is well structured.
Once you're happy with your EIP, you need to then mark your EIP as ready for review, then you can present your EIP to the core developers by opening an issue under the project management repository, and your EIP may be scheduled for discussing in an upcoming or future meeting from there, where the core developers will discuss your EIP in a core developers call (which are typically livestreamed or shared with the community, here's the 2022/1/21 Core Devs Meeting #130, for instance).
