Ok, first install Local, https://localwp.com, just download and install it, it’s free. Then install all in one wp backup (https://github.com/d0n601/All-In-One-WP-Migration-With-Import) on the live website. Make a backup replacing the website url with the tld .local (if the url is mywebsite.com replace that with mywebsite.local) and download the backup to your machine. After that run local and create a new site using your url, mywebsite.local, install the same plugin, upload the backup and restore.
I'd personally recommend Laragon. Doesn't have all the same bells and whistles as LocalWP but after using Local for a few years, I ran into an update bug one too many times where it would wipe out my sites, forcing me to back up each individually and restore each time.
