I've specifically set out to solve this problem myself, and so I maintain a Mingw-w64 distribution called w64devkit that includes toolchain and complete development tools (vim, make, unix utilities, gdb, ctags) all in a single, small, ready-to-use zip. The smallest variant is just 50MB. Just unzip anywhere and run in place. See the "Releases" on the right.

Tcc is brutally fast. I use it on Linux and runs my project compiling on the fly in 100ms (on a 11 years old core i3 laptop with magnetic HDD), so i can use C as a scripting language.
