I am wondering is it possible to build my own website just using latex and some CSS file using tex4ht? I do notice that the author of make4ht has a demo for enhanced-web, but somehow the syntax for both cfg file and mk4 file are quite difficult to understand. I am also wondering how to customize those to my like and can just compile the whole website in one command. Not sure whether it is possible, but at least these two projects let me see some hope.

Github was down when I wrote my post yesterday. Take a look at the testblog repository, especially the workflow file which is executed on every push to the repository. It installs all necessary software, but the compilation itself is done by this script - it checks for changed TeX files, and executes either directly make4ht, or make, if Makefile is present in the TeX file's directory.
KaTeX is a JS library allowing for rendering LaTeX expressions and environments. You simply enclose the standard LaTeX expressions in an HTML tag and load the script. I use it on my website.
