You likely navigated to a different domain run by another government department. 'www.gov.uk' can be seen as the front door that leads you to other departmental websites. In which each have their own cookie banner. This is a technical limitation since 'gov.uk' is on the public suffix list and an effective top level domain (eTLD). So browsers partition cookies based on the eTLD +1, and the cookie information isn't persistent across domains. E.g. 'www.gov.uk' and '*.service.gov.uk' can't share cookies. This is a very annoying browser limitation for users and can be very confusing
