Looking at https://github.com/Wolferos/Hearts-of-Iron-IV-The-Great-War/blob/develop/mod/thegreatwar/common/units/names_ships/GER_ship_name.txt I wonder if all the different class types start at the same index when producing new ships. It could probably be broken out into different ship classes and name pools if someone knew the most appropriate names for each ship type.
