Carpet Mod has a setting in their extra features called "enderPearlChunkLoading". As per the GitHub page, the setting "Allow[s] horizontally moving Ender Pearls to load chunks as entity ticking." I do not know how this plugin classifies an Ender Pearl to be horizontally moving, but if it declares it as any horizontal velocity that is not zero, then every single entity will be horizontally moving by some amount since it's practically impossible to aim perfectly vertically. This setting may keep the chunk loaded. I have not tested this.
