The fact that you are asking both of these questions makes me think you are writing your own .gitignores--which is a lot of work you shouldn't be wasting time on. IMO, you should be using a template, and https://github.com/github/gitignore is the best place to start. If you look, you'll see that the Python template answers both questions.
There are also tools which pull directly from that repo, I use gi for ZSH.
