You mentioned that your old solution relied on IFTTT. I thought I would mention n8n. It's free, self-hosted, and almost open-source (it's complicated), and allows you to build integrations and scripts visually like you would in IFTTT, Zapier, etc.
Just found something neat. According to this GitHub ticket, Wallabag has an RSS feed. Well, n8n can subscribe to an RSS feed. So you could pull your saved pages in from Wallabag as they get added. But you're wanting to run filters on demand. Okay, that might not do you any good, but I'm going to post this anyway, in case it sparks another better idea.
