Vim themes that exclusively use the 16 terminal colors?

IIRC there's already been posts about this, the first I've found is nvim-base16.lua. Also, I've heard that TJ did colorbuddy (or a name like this) to help make colorscheme, so TJ's tool and sites of this kind could help making your own one I think

base16 from https://github.com/chriskempson/base16 just means 16 different colors which form the base of your colorscheme. This is different from 16-bit colors, this is also different from the 16 colors that terminals will let you set which are just 16 colors that are commonly used by programs and the shell.
