Now then, if you want to make mods, that's a deep question, but the wiki gives you the basics. Do not look at the Aliens mod as a good example; it is out of date. My North Pole mod is a good example of what a simple nation mod can be. The thing to remember is that mods work a lot like the base game: they use JSON files to describe the special properties of civilizations, buildings, units, tile improvements, and so on.
