I have everything in my .dotfiles git bare repo. For vim plugins, it's something like this in .gitmodules. I'm pretty sure most native plugin manager users do it like this, if they have internet access. The version is locked and you have to manually update the commit hash. If you are using Neovim, 0.5 just launched today. I'd recommend giving packer.nvim a try.
