I Know What Features I Want to Include, But I'm Not Sure If I Should Use a GBA or a DS ROM as the Base

you should also consider if you want to make a 3DS hack. you wouldn't have to program pokemon-amie from scratch, since it's already in the game. basic functions of 3DS hacks are behind those of DS and GBA hacks, but there are mapping tools, and there are scripting tools as well, so... you probably have enough to actually make something in gen 6? it'll be more work than hacking for a different gen, but if you're willing to program a new feature from scratch in a DS game, you must be willing to put in more work than the average romhacker anyway :p
