I'm not sure specifically about NYT terms of service, but to clarify, as long as you don't use the sharing feature, any crosswords you open with http://confuzzle.app/ stay local to your machine (they don't get uploaded to a server somewhere). If you don't take my word for this you can test by turning off your internet connection and opening a file.
