What you're describing sounds a bit like what you would get if we supported out-of-band updates (i.e. a way to update the app without fetching from the app store). We looked at doing that a few years ago but it wasn't really viable. (see https://github.com/flutter/flutter/issues/14330#issuecomment-485565194)
