I've created a theme that tries to mimic the new GitHub dark theme as much as possible. If anyone is interested here is a link: https://github.com/wojciechkepka/vim-github-dark
If you want it to be compatible with both Neovim and Vim, you'll need to write it in Vimscript; I don't know of any tutorials (although I'm sure they can be found), but just looking at the code for other colorschemes can be fairly instructive (assuming you know/understand at least some Vimscript). Note that there are some really simple ones in the (Neo)Vim runtime files, like blue.vim.
If you're fine with using Neovim 0.5 features though, you may want to check out lush.nvim or colorbuddy.nvim or similar. Personally I really like Lush from what little experience I have with it (haven't tried colorbuddy), but YMMV.
