If your hosting service constructs urls using git commit sha's, then it should work, just define your custom callback.
This is obviously not a fugitive replacement, just a :GBrowse one. I was motivated to create this plugin because I started using neogit instead of fugitive and didn't want to keep fugitive just for its :GBrowse.
Fugitive's :GBrowse does not work out-of-the-box, you need to install additional plugins for each git host, e.g. vim-rhubarb for github, and there is one for gitlab but now I don't recall the name.
