Obsidian is my personal favorite. But, if I need it to sync up across devices, I'd highly recommend Joplin. Obsidian has a much better UI and more features, but Joplin saves everything to my Onedrive in order to sync and it's nice for quick notes.

Depending on the platforms of your various devices, you could also just put your Obsidian vault in OneDrive to be synced in similar fashion. For the encryption piece, something like the Obsidian Encrypt plugin might work. But the Obsidian folks recently published a guide to verifying Obsidian Sync's encryption that might give you more info on/confidence in their encryption approach.
