This is supposed to be a hard fork, not a soft fork. I said minimal changes but those changes are still a hard fork but easier on the wallet software and node devs. The spec allows OP_GROUP to be anywhere in the TX but it will be ignored by the Group consensus logic unless it's the first opcode in the script, so sure, placing it anywhere else can be done but then it's not a Group token, it's an ordinary BCH UTXO with some useless data. Since it's a hard fork, everyone must implement it according to the spec, otherwise they'd risk forking off. Good that it's a conceptually simple change and it doesn't touch BCH logic so it's also self-contained.
