  • You don't need to wait for the rebels to span. If they're unwilling to negotiate from the handle rebels screen it means you still have too much Sunni land. Unfortunately the game does a very poor job of indicating this. There's a website called pdx.tools that apparently is very good at helping here but I usually just give away one province at a time, let a day pass, and see if I've reached the necessary count. I've included pics of the flips below.
