When we were discussing this strict_types was a new "declare" and declare(ticks=1); was in use without spaces in every example we could find. And since PSR-12 was trying to be survey based wherever possible we opted for things that had a lot of existing usage where possible to avoid contentious discussions that didn't really contribute to readabilty. Changing this now wouldn't really improve readability, and whether it should match variable declaration is arguable. If that's something you'd like to see discussed more thoroughly you should open an issue on the github repo.
