If you're primarily on a computer, then you might also check out Xournal++, which may enable all of what you're after by default, including handwriting if you happen to have tablet to draw/write with.
By default Joplin doesn't have custom page design, but I think it covers the rest pretty well. You may be able to find plugins for page customization/theming like you describe, but not sure.
