I believe you're talking about the Chrome app Twerk, which is now discontinued. I've heard good things about Waydroid for running Android apps on Linux.
I've been looking at dock-droid which will run an android instance in a Docker shell. I haven't quite figured out what I need to tweak in the instructions to get it to work.
