Can you give some example? I do make and consume APIs, often abstracted and sometime chained promises, and I didn't see PHP having any problems. Did you use static analysis in PHP?
On languages: this is neverending debate, but what's certain is that some people simply think easier when they need to produce code in Python than they would if they had to produce code in PHP. The best case scenario is not to swap the language but to be able to use multiple languages with the project. Here's something awesome that enables it: https://temporal.io/
That looks like out-of-the-box api-platform. It even auto-updates the data on screen, no JS needed. Pretty powerful stuff and if it can be done in PHP, it can be done in other language.
