I'm still pretty new to FPGAs, and I'm coding in VHDL, so take my answer with a grain of salt. When you want to root signals or “wire” from your design to the outside world, you may use the IO planning tool in Vivado but it requires you to know the connexions between the FPGA chip and your board. But for your convenience, Digilent has already done that work, and they provide templates for their boards. You can find them here: https://github.com/Digilent/digilent-xdc.
