Babel is a charset encoding/decoding library, not unlike GNU libiconv, written in pure Common Lisp. (by cl-babel)
In the next release I also bundled a utf-8 decoder for ub8 arrays and binary streams. As much as I hated having to pull that in, I couldn't figure out how to fledge out a streaming protocol in babel (documented here - https://github.com/cl-babel/babel/issues/39).
