I strongly recommend using Custom Metadata here. This tool: https://github.com/forcedotcom/CustomMetadataLoader can be installed into your sandbox with no impact on other apps/config. And then once you've imported the records correctly, you don't need the Loader in other environments - just deploy the custom metadata records with the rest of your changeset.
