2.5 XMR Bounty: cross-compile flutter_libmonero for 64-bit Windows from Linux

Cypher Stack is wrapping Monero's source code for use in Dart by Flutter apps (like Stack Wallet)! Cross-compiling to Windows has been a challenge so we are coming to the community to ask for help. We are having issues in the final linking phase with undefined references to methods which are defined in the static libraries we build from source, but are probably not being linked properly. Well, they were also forced to write these 800 lines in addition, which should make clear why this is "the most fundamental issue that Monero has at the moment", and probably almost made the Cake devs think "rather join other projects".
