Here's the source code.
Here is the commit specifically. This disables a feature I implemented where deleted or suspended accounts would get pruned. Unfortunately, in some weird cases where Reddit was having trouble, this resulted in active accounts getting deleted. I disabled this feature a while back but never got around to committing it until now - sorry about that
The script or whatever that does it is open source. Not sure if any other subs use it. https://github.com/neoliberal/user_pinger
Yeah, they can find the code here: https://github.com/neoliberal/user_pinger
No, but it's on the to-do list.

User ping groups : Introducing a new system to find the content you want to see
I just wanted to make sure you saw this commit I recently made. It disables a feature I had previously added to prune deleted/suspended accounts. Unfortunately, in some cases, this feature seems to misbehave and prune active accounts. I am not sure why this happens or how to fix it, so I commented it out in this commit. I think you'll want to do the same

Ping the overlap of two groups
I wanted to do it, I was ready to do it. Jenbanim said no because he wanted to a rewrite or something and I lost interest. You can do it yourself but you still need Jenbanim's approval.

Ping digests
The ping digest idea is closely related to another idea I had for tracking group activity, so I've added it as a comment here
