This is misleading at best. Here’s what the actual spec says <https://wicg.github.io/webusb/>:

It’s an experimental spec by Google (observe the affiliation of the three editors: all Google); Mozilla has adopted a negative position on it <https://mozilla.github.io/standards-positions/#webusb>; WebKit has not remarked upon it.

The baseline for web development in 2022
This is such a lame argument. You want it to be true but have no evidence that it actually is true.
A lot of the Chrome team's "standards" have problems with accessibility, workability on mobile, security[0], privacy[1], or just battery life. Some are neat experiments that are or only will be used in the wild by advertisers to track and identify users.
Because the Safari/WebKit team doesn't have to chase users for revenue like Mozilla does they can afford to be more conservative with what Google "standards" they support. Being able to offer a tighter privacy posture or efficiency is part of the iOS/macOS sales pitch.

Limiting it to installed apps still has the problem of users blindly agreeing to something that is fundamentally super dangerous. I don’t believe installing PWAs currently exposes any new security surface, so this would be a significant change, and worse still a persistent hazard with probably no indication of what’s going on when it’s in use. I think there’s still potential in the general concept, but it’d take work and is certainly not ready yet in any browser.
Yes, certain classes are restricted from access via WebUSB for security, https://wicg.github.io/webusb/#protected-interface-classes. But as the note says, it’s about balance: that list is necessary for security, but not sufficient.

Solid state relay is probably a bad idea with all the extra heat-sinking, extra cost, and chance of getting counterfeits.

Thoughts, learnings and regrets after three years on Home Assistant
You can do this with a $30 Sonoff S31 running ESPHome [0]. Since the Sonoff wall switch can run a ping sensor against your server you could create a watchdog automation right on the S31 to shut off the mains power to the S31 switch and turn back on after X seconds.
There are other ways you could have the S31 do operational checks but ultimately ESPHome is probably an interesting consideration and supported by tons of off the shelf hardware.

Fixing a broken smart cat feeder with ESP32
They're pretty great and compatible with most things. ESPHome [1] is a great resource for getting ESP32's working nicely with HA and you can find lots of projects using it to learn from.
You'll likely need to do soldering if you want to connect sensors, batteries and the like.
Personally I really like what SEEED Studio [2] does with their ESP32 boards and they have nice docs.

How to connect a SwiftUI app to NodeMCU ESP32
Maybe you could set up ESPHome on the ESP32. It might make connecting those components easier, plus a decent web server built in. Then your app can be set up to access data provided by the ESPHome web server.

Hey all! ESP32 beginner here, looking for a little advice
Probably an unpopular opinion, but for the simple stuff you may just want to use something like EspHome where you just need to create a yaml file. Once you’re comfortable with that maybe get into something a bit more advanced, but esphome make it a breeze. It integrates with home assistant if you already have that in place as well.
