Sure it can. You just need to capture the signature and insert it as an image. You can capture the signature with signature pad: https://github.com/szimek/signature_pad and insert the image into your pdf.

Allow Users To Sign Documents Online
A canvas element with some js should be fine to actually capture the signature. I wound up using a plugin myself. There are plenty, but I think this one is pretty good. Signature Pad.
