While it's fairly easy to implement all the logic of feature toggles manually, I recommend that you use a library for this purpose. Some options are: togglez (Java), fflip (JavaScript), NFeature (.NET), among many others.

FF4J – Feature Flags for Java
Sure. https://github.com/prefab-cloud/prefab-cloud-java/blob/main/... is consistent function that turns a string into a float in the range 0-1.
So if you hash "flagA-user1234" you'll get a number 0-1 and if you compare that to < .3 you'll know whether they should be "in the flag".
Relies on the uniformity of the hashing function.
