Windows 11 on Web Built Using Svelte
Every single web desktop I have seen allows you to drag windows off the screen.
Disclaimer, I built a few as well, and though I will publish a shameless plug here for my most recent one, I am retiring the UI but moving the functionality into something else. https://speaker.app

NOTE: If you wish to host your own network (or room) you DO NOT HAVE TO DO this, and can instead go https://speaker.app/setup/network/create and create your own network!

How do you setup Text to Speech or Live Text for PNG?
This will take a few steps. I've not up this specific type of thing before and I don't know what your set up looks like now with your PNG, so please forgive me if I am giving you advice for things you already have. To get the PNG to 'speak' you will need TTS, PNGtuber Software, and some means to use the TTS software as a mic for the PNGTuber software via audio routing (virtual cabling). If you don't mind your PNG being stationary the PNGTuber software is not necessary. For TTS: Izabela Desktop. It's free and has a minimal overlay chatbox. There are instructions on audio routing on the page too. If you decide to go with another type of TTS you can follow those instructions with other software.

Can i become a Twitch streamer if i have strong Tourretes with Corpolalia or will i get in trouble?
In terms of being better at writing, you could use text to speech for when you can't or don't want to speak. Izabela is free, has many voices, and has an input line that can pop up over game windows etc. If you use TTS you could make it a gimmick, like a little PNG tuber that pops up and 'speaks' for you, or you could just use it and not make a big deal out of it.

Disabled and can't physically talk. What are some good text to speech options?
Zentreya uses speech to text, then text to speech. So Zentreya does need to speak to make things happen. This is a free, global TTS overlay with many voices: https://github.com/Wurielle/izabela-desktop
